Sheff Wed Faces Major Issues, States Independent Regulator

'We will play a key role in football's future' - independent football regulator David Kogan

The team's persistent issues are seen as a "serious issue" and the new football authority is aiming to acquire authority to examine team situations in such situations, its new chair the official has stated.

Through a comprehensive talk, the chairman, who was appointed on Monday, expressed "sympathy" towards supporters of the Owls.

The regulator engaged with four fan organizations representing the football team in recent days.

The team have been experiencing difficulties in multiple areas in 2025, with the club delaying salary disbursements on five separate occasions, including in the autumn.

"Evidently Wednesday represents a major concern for the league and a major challenge for the sport," the regulator explained.

"The club represents one of the iconic names for the English game and in recent days we have met fan representatives.

"We are seeking authority... which will enable us to take Sheffield Wednesday - and other clubs submitted for our review if they require examination and dealt with."

Financial Struggles and Leadership Concerns

Wednesday's embattled owner the Thai businessman stated during the off-season he would be open to selling the club at their home ground, but he has been unable to finalize an agreement with potential new owners.

Delayed salary payments on time in spring months caused limitations by the English Football League (EFL) in June, preventing the club from carrying out any recruitment activities for the next three transfer windows, although the ban was rescinded in late summer.

Authority's Position

The chairman stated: "Our role exists to serve the fans of Sheffield Wednesday, Bury or any football club where people are committed to a community organization that has been part of their lives in many cases.

"I completely understand Sheffield Wednesday, as I do for each organization that since 1992 have gone to the wall, or nearly ceased operations, for causes separate from the supporters."

Inquired if the authority might compel an chairman to relinquish a club if they are considered unfit, the regulator answered: "If your question is 'would we intervene in the final instance?', the answer is once we assemble the facts and understand the situation, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to work with them.

"The last thing what we want to do is start getting involved with an specific team, an specific proprietor, without being able to work with that chairman to fix the problems affecting the organization and the chairman's encountering," Kogan said.

"However, realistically, when you look back over the history of the game, over the recent generations there have been particular chairmen, few in number, but certain individuals who have acted carelessly in the approach they have taken toward their clubs and ultimately don't wish to take responsibility for the long-term prospects."

'Mistakes could erase significant advances'

Kogan met with delegates from multiple organizations to explain the responsibilities of the authority recently and insisted it was a "progressive gathering" with a "high level of engagement" from the grassroots to elite level.

"The role holds considerable importance, because if we get it wrong, if the football community fails, the remarkable development accomplished might evaporate rapidly," Kogan said.

"Such an outcome is universally undesirable in the realm of domestic football is a huge success story - we must maintain momentum.

"There's an enormous amount of money coming into football and has come into football for the past two decades, because there are no assurances it will persist in entering the game, which is among the factors explaining I think we have to maintain a focused outlook on risk and of course, of the coming seasons."

Elite Division Worries

The Premier League opposed the creation of a regulator because of fears of a negative impact on the top-flight's competitiveness, but the chairman responded: "I fully support the achievement and development as an commercial operation of the elite league.

"I of all people understand the apprehension regarding damaging the top flight as an elite competition of the nation. But at the same time, if you consult with top flight officials after the recent gathering, they would have had a significant degree of comfort -and, in fact, they have been advising us privately they have a significant confidence."

Political Connections

The chairman continues to confront a "thorough examination" by the public appointments commissioner after he disclosed making donations to the Labour Party in 2020.

The chairman provided financial support for Culture Secretary the minister's leadership bid, along with that of the government leader.

"I've been completely open about my previous political affiliation [with Labour], and that political affiliation came to an end the day the select committee approved my appointment," the chairman stated.

"I currently have no participation in any form of political activity."
